Three things keep it in the lower half:
Go midweek. A Tuesday to Friday break in the same city is regularly a third cheaper than Friday to Monday, and quieter, which for a romantic weekend is the point.
Avoid the obvious dates. Valentine's weekend and the week around it are priced accordingly, and so is any city with a festival on. Late January, November and early December are the cheapest weekends of the year almost everywhere.
