To sleep around Cebu city, it is better to stay in the area around the airport (Mactan) because there is a lot of trafic in Cebu city. If you find yourself in Cebu City, there is the Mad Monkey Hostel, which is also close to the Mango Square, a place that is popular for nightlife.
Moalboal, Philippines

From the South bus terminal there is a 3 hour bus ride to Moalboal city. From there you can take a tricycle to the Panagsama beach, the backpacking hotspot of Moalboal. Panagsama beach is popular for freediving, scubadiving and snorkeling. The best place to snorkel with sardines is at the freediving planet. Next to it there is a small alleyway down to the ocean. There you can go into the water and find sardines. They will be there almost all time of the day. And maybe turtles as well.
